There will be no lasting peace in Syria without a political settlement. The situation on the ground remains volatile because the war is not over yet. The political process is stalled. The constitutional committee is no longer meeting. The regime has not agreed to share any information on the implementation of the latest amnesty decree.
After eleven years of conflict, Syrians have the right to benefit from a sustainable peace as outlined by Resolution 2254, which was adopted unanimously. One of the provisions of this resolution stresses that the ceasefire and the implementation of a tangible political process go hand in hand. France supports the Special Envoy in making progress in this direction.
While the number of missing persons in Syria is estimated at more than 100,000, the regime still refuses to publish lists of prisoners or to issue death certificates. This attitude is one of the many examples that clearly demonstrate the regime’s lack of respect for human rights and most cruelly for its own people.
In this bleak landscape, I particularly want to thank Mr Darwish for his courage and his work in defense of the missing persons and freedom of expression. France welcomes the publication of the Secretary-General’s report on missing persons.
I repeat, the fight against impunity remains a priority for France, those responsible for the crimes committed in Syria will have to answer for their acts. In the absence of any progress in the political process, French and European positions on the lifting of sanctions, normalization and reconstruction remain unchanged.
A few weeks after the renewal of the cross-border humanitarian mechanism for only six months, we see the operational difficulties this creates on the ground: increased costs due to both inflation and the shortened duration of the renewal, and uncertainty for humanitarian actors. As we approach winter, we need to ensure that the humanitarian community will be able to respond to needs.
Progress on cross-line access must of course continue, but it will not be enough. Indeed, cross-border operations account for an average of 800 truckloads of aid crossing the Turkish border each month. It is therefore imperative that the cross-border humanitarian aid mechanism be renewed next January, for at least one year.
I also recall that all parties, in particular the Syrian regime, must protect civilians and ensure full humanitarian access. Respect for international humanitarian law is binding on all.
